USAID/LTERA (2004-2009) improved land tenure security for Afghans and assisted the Government of Afghanistan to undertake a comprehensive privatization program. The program consisted of four interrelated activities:
- Privatization of State-Owned Assets/Economic Restructuring;
- Restoration of land records;
- Tenure formalization programs; and
- GIS/Surveying programs.
The four components were interrelated. For example, to privatize State-Owned Enterprises, we needed to have maps to locate the property belonging to the corporations, use land records to establish ownership and often also work with communities to find out what buildings and land belong to the corporation.
USAID/LTERA’s Land Titling and Registration activities took a community-based approach to land administration in Afghanistan.Â

. . the Ministry of Finance with its USAID privatization advisers did
something almost unimaginable a few years ago: They went around the
country doing a roadshow explaining to Afghan businessmen how to bid
for State Owned Enterprises (SOEs) being sold off.
Our approach involved analyzing the existing legal framework of land administration, including issues related to property adjudication and registration, mapping and land surveying, formalization of informal property rights, identifying gaps in the framework, and making appropriate recommendations to the Government of Afghanistan to improve land administration.
Our Economic Restructuring activities assisted the Ministry of Finance and eleven line ministries with the privatization of State Owned Enterprises through the liquidation, long term leases, international tenders and the corporatization of state owned assets. The project was implemented by Emerging Markets Group.The project ended on September 29, 2009.
